To use $72 million in revenue from the state’s share of a 1998 tobacco company lawsuit settlement to cover the cost of bailing out the Detroit school district debt from debt incurred by overspending its revenues. The bill would create a trust fund to accommodate this. Tobacco lawsuit money is currently used to cover many regular government program expenses.
