Create government “student loan ombudsman” bureau

To create a new government “student loan ombudsman” bureau with the mission to “ensure every student loan borrower has equal access to… a quality, affordable education; the resources needed to pay for college; (and) an affordable repayment plan for his or her student debt.” The bureau would be required to investigate complaints and make recommendations to the legislature. No funding source is specified.
