To place before voters in the next general election a constitutional amendment to prohibit the legislature from adopting a law that makes adult possession or use of marijuana a criminal or civil offense. Laws regulating production and sales would be allowed, as would laws regulating the time, place and manner of use for public health and safety purposes.
