Authorize early incapacitated adult protection petitions

To revise a law that allows a person interested in an individual's welfare (including an adult) to petition the courts for a finding of incapacity and appointment of a guardian. The bill would expand this to allow a guardianship petition to be filed before an individual age 17-and-a-half turns 18.
