To mandate that firms accepting a state contracts worth $500,000 or more get an “equal pay certificate of compliance” by certifying they are not guilty of various illegal sex discrimination violations, and that they pay compensation based on a concept of “comparable worth” specified in the bill. A firm would have to pay $150 to get this certificate and also answer detailed questions about how it determines employee compensation, the sex and compensation of all current employees, and any other questions created by employees of the state Department of Civil Rights.
