Revise factors used in debarring vendor from state contract

To specify the factors that state purchasing managers should consider in determining whether a potential vendor should be debarred from getting a contract. The bill gives a list of crimes and other actions that if committed by a co-owner of a bidding company within the past three years that would require (rather than allow) managers to debar a vendor.
