Revise juvenile justice age considerations

To revise a detail of a law establishing that the family division of circuit court has jurisdiction that juveniles under age 18 who are arrested for violations that are not serious molestation or sex crimes. The bill expands this to include 18 year olds, and is related to other bills scaling back laws passed in recent decades extending adult sanctions to some juvenile offenders.
