To repeal a school finance provision that imposes a 10 percent state school aid penalty on a school district that fails to adopt an annual operating budget that contains elements and disclosures specified under current state law (one of which is a duty to disclose compensation details for employees who get more than $100,000 annually). The bill would also impose additional financial disclosure mandates on educational management companies contracted by charter school boards to manage a charter school.
