Create local and county revenue sharing trust funds

To create a revenue sharing trust fund for local governments and one for counties, and earmark a state sales tax collections to them, where a portion of the money could be used to assist local governments finance unfunded employee retirement systems. The provisions are divided among House Bills 5314 to 5316; see also House Bill 5298.
