Authorize high schools “biliteracy diplomas”

To let public high schools award “biliteracy diplomas” to students who are proficient in both English and another language. The Department of Education would be required to create rules, and these would have to prescribe minimum credit requirements in English language arts and a language other than English, and also identify tests to determine language proficiency.
