Increase “wage theft” penalties

To increase the criminal penalties for an employer who with fraudulent intent fails to pay wages and fringe benefits due to an employee. Specifically, the bill would increase the maximum fine for a second or subsequent offense from $1,000 to $10,000, and the maximum incarceration from one year to two years.
