Restrict ‘fund raid’ on underground fuel tank gas tax

To restrict the uses of 7/8ths cent-per-gallon gas tax that was originally supposed be used to clean up leaking underground fuel tanks and expire in 1998, but now is used for other spending. The bill would remove a provision in the amended law allowing the legislature to use money from this “fund raid” for whatever it chooses, and not just on the specific purposes listed in the law (mainly environmental cleanups).
