To revise details of a tax levied on medical service providers that is used to “game” the federal Medicaid matching funds formula in a way that to generates more federal money for Michigan’s medical welfare programs. The bill is part of a legislative package comprised of Senate Bills 29 to 32 that would create a state “health services fund” and reallocate revenue from several state taxes to accommodate to accommodate this scheme (which most states engage in). This bill would reinstate a suspended Medicaid managed care use tax to be deposited in a new “health services fund” that Senate Bill 30 would create.
