To require the “bridge cards” issued to welfare recipients and food stamp recipients to have a recent photo of the recipient. “Bridge cards” are debit cards that have replaced both food stamps and cash welfare payments. The bill would also limit direct cash payments to eligible welfare recipients, instead requiring direct payment by the state to certain vendors including landlords.
