To eliminate provisions in the law authorizing Michigan’s adoption of the Obamacare Medicaid expansion that require it to be terminated if supposed savings do not materialize. The expansion has led to the infusion of some $4 billion annually into Michigan hospitals in return for providing HMO-like managed care coverage for able-bodied adults who earn less than 138 percent of the federal poverty level.
