To establish a notice and review process when a police agency that has seized property chooses to pursue civil forfeiture, which is a legal process in which a court transfers to the agency ownership of seized property that is deemed to be related to a crime. The bill would require the police agency to send a notice of intent to pursue forfeiture to the property owner and to the county prosecutor (or state attorney general if applicable), and require those officials to approve the forfeiture action before it is initiated.
