To let the tenants of a landlord with delinquent property taxes stop paying rent and instead deposit the money in an escrow account until the taxes are paid. If the property is foreclosed for delinquent taxes, tenants would get to keep the escrow payments – that is, get free rent. If a landlord collected rent after the foreclosure, he would have to pay back twice the amount to tenants.
