To require the Department of Education to maintain records that give reasons for terminations of public school employees, so that potential future employers could to detect whether the individual may have been involved in sexual abuse or other violations. The individual would have the right to insert his or her own statement into this record, and as a condition of being considered for a job would have to sign a release letting a potential public school employer view the record. The state would be immune from liability for making the information available to potential school employers.
