To prohibit chemical extraction of resin from marijuana by a person who does not have a “processor license” authorized by a comprehensive medical marijuana <a href="http://www.michiganvotes.org/2015-HB-4209">”seed to sale”</a> regulatory regime enacted in 2016. That law imposed licensure mandates on marijuana growers, transporters, dispensaries and more. The bill authorizes penalties of up to five years in prison for violations, and 10 or 20 years if the violation causes injury or death to another person.
