To amend the state medical marijuana law enacted through a 2008 <a href="http://www.michiganvotes.org/2015-HB-4209">citizen initiative</a> by inserting a provision that would prohibit chemical extraction of resin from marijuana by a person who does not have a “processor license” authorized by a comprehensive medical marijuana <a href="http://www.michiganvotes.org/2015-HB-4209">”seed to sale”</a> regulatory regime enacted in 2016. That law imposed licensure mandates on marijuana growers, transporters, dispensaries and more. See House Bill 5844.
