Borrow $1.5 billion for environmental and waterfront spending

To prescribe in more detail how the $1.5 billion that House Bill 6242 proposes to borrow would be spent, create a number of segregated state accounts (“funds”) to hold money for the various types of spending it proposes, and establish procedures for handling, allocating and distributing the money.
