To specify the conditions that a court must find apply when denying a criminal defendant pre-trial release on his or her personal recognizance. The bill lists a number of objective factors a court may consider that make it less likely that defendant would show up for a trial, or that make him or her a threat to the safety of the community. This is part of a bail reform package comprised of House Bills 6455 to 6463.
