To revise details of a comprehensive medical marijuana "seed to sale" regulatory regime enacted in 2016 that imposes licensure mandates on marijuana growers, transporters, dispensaries and more. Among other things the bill would revise the definition of “applicant” for a license, and make it a crime for a person to hold himself or herself out as operating a marihuana facility if not licensed.
