Let local voters remove state-appointed emergency manager

To allow voters in a local government under the receivership of a state appointed emergency manager to remove the individual holding this position with an election that would be called by submitting petitions seeking the removal signed by 25 percent of the number of votes in the jurisdiction in the last governor election.
