To prohibit local governments from stopping a mining operation if the resources it extracts are valuable (defined as profitably extractable), and if no “very serious consequences” would result from the operation. The bill would establish that the state has “paramount interest” in development of mineral resources, and whether “very serious consequences” would result from mining must be considered in the light of this interest.
