To place before voters in the next general election a constitutional amendment that would give the governor the power and duty to appoint a replacement when there is a vacancy in the House or Senate. The constitution currently requires the governor to call an election. House Bill 5410 would require the leaders of the local branch of the political party to which the previous lawmaker belonged to submit three names to the governor, who would have to select and appoint one of them.
