To repeal the provision of the <a href="http://www.legislature.mi.gov/(S(12bak2zvjtmee5fsiu3xv4of))/mileg.aspx?page=initiative">2018 Proposal 1</a> recreational marijuana initiative that permits individuals to legally grow up to 12 marijuana plants, and instead impose a comprehensive licensure and regulatory regime on every aspect of this market, similar to the <a href="https://www.michiganvotes.org/2015-HB-4209">“seed to sale”</a> licensure mandates imposed on medical marijuana growers, transporters and retailers in 2016. The bill would also reduce the excise tax on recreational marijuana from 10 percent to 3 percent. Because the bill would amend an initiated law approved by voters, passage would require a ¾ supermajority vote in both the House and Senate.
