To create a 15 member state teacher council comprised of political appointees representing various arms of the public school establishment including teachers unions and charter schools. At least four of the members would have to be public school teachers. The council would have the duty of making recommendations to policymakers on teacher training and pay, including merit pay. This is part of a Democratic teacher incentives package comprised of Senate Bills 764 to 782.
