Substitute offered
by
To replace the previous version of the bill with one that contains no appropriations except a few $100 "placeholders" on some line items.
The substitute passed by voice vote
Passed in the House 105 to 3 (details)
To send the bill back to the Senate without any actual appropriations, leaving it as a "template" or "placeholder." This vote is basically a procedural method of launching negotiations to work out the differences between the House and Senate budgets. The House has actually passed its version of the full budget in two "omnibus" bills, House Bills 5578 and 5579.

The “omnibus” non-education state government budget for the fiscal year that begins on Oct. 1, 2018. This authorizes $39.937 billion in spending, up from $38.786 billion authorized the year before. Of this amount, $20.847 billion is federal money, and $19.091 billion comes from state taxpayers. The education budget (including K-12, community colleges and state universities) is in House Bill 5579 and proposes spending another $16.843 billion. All told, the legislature authorizes $56.780 billion next year, vs. $53.667 billion originally approved for the current year.
