Create Medicaid waiver advisory group

To create an advisory body (styled a “task force”) comprised of various interest groups (including hospitals paid to provide HMO-like coverage to Medicaid beneficiaries) to facilitate getting a federal exemption (called a waiver) from mandates and restrictions imposed by the Affordable Care Act (Obamacare). See also Senate Bill 897 that proposes seeking a waiver that would allow the state to impose work, job-training or community service requirement as a condition of able-bodied individuals accepting Medicaid health coverage benefits.
