To expand the definition of embezzling from a vulnerable adult or older person to include a rebuttable presumption that a transfer of $10,000 or more from the person to a non-relative who the victim knew for less than two years was the result of fraud, deceit, misrepresentation, coercion, or unjust enrichment. Also, to revise references in the a state law authorizing sanctions for embezzling from a vulnerable adult to reflect the proposal in House Bill 4254 to also authorize enhanced penalties where the victim is age 65 or older.
