To prescribe the kinds of restraints and “physical management” that may or may not be used in specified circumstances in a "children's therapeutic group home,” which can house up to six children diagnosed with a developmental disability or a serious emotional disturbance. The bill also requires staff training, “debriefing” sessions within 24 hours of using restraints, detailed record keeping and more.
