Repeal traffic offense exception to granting deferred sentence to youthful offenders

To repeal a traffic law offense exception to a law that permits young adults age 17 to 24 who are responsible for criminal offense to be given the “youthful trainee status,” which is a deferred sentence mechanism for not including an offense on the youth’s permanent record.
