2019 House Bill 4554

Regulate Airbnb-type short term rentals

Introduced in the House

May 2, 2019

Introduced by Rep. Jim Lilly (R-89)

To require residential property owners who do short term rentals through services like Airbnb or other methods register with the state. The state would require a registration form on which owners would have to describe the property, certify that they carry $1 million in liability insurance, certify that all local taxes and fees have been paid and more, with violations subject to a $15,000 civil fine.<br> This bill and others in a legislative package comprised of House Bills 4552 to 4563 would also prohibit locals from banning short term rentals altogether but permit regulation, extend various state and local lodging taxes to short term rentals, and more. The bill and package do not impose a state tax on short term rentals but do establish a regulatory and registration regime that would facilitate doing so later.
