Ban paying state employees who don’t take oath of office

To prohibit the state from paying a state employee who has not taken and subscribed to the oath or affirmation required under Article 11 of the state constitution (to “support the Constitution of the United States and…this state, and...faithfully discharge the duties of the office”). The bill would require individuals to repay any compensation they received from the state before taking the oath.
