Revise restrictions on auto insurers

To repeal a provision of the no fault auto insurance law that requires regulators to consider the amount of market competition between auto insurers in determining whether rates are "excessive, inadequate, or unfairly discriminatory;” and repeal a provision that lets insurers file rate structure changes with the state and start using them right away ("file and use") with a regime that would require regulators to approve the rates before they can be used. Note: The bill was introduced before the legislature adopted and sent to the Governor Senate Bill 1, a comprehensive no fault auto insurance reform measure that modifies these same provisions (but less than this bill proposes).
