Restrict setting auto insurance rates by zip code

To prohibit auto insurance companies from setting prices on the basis of the zip code in which a person lives. Note: The bill was introduced prior to passage of 2019 Senate Bill 1, a comprehensive auto insurance reform measure that bans insurers from using zip codes as a pricing factor, but permits the use of “territory”.
