To appropriate $5 million for the program proposed by House Bill 4672 to solicit, assess and try ideas from the public on better pavement road materials and processes, and authorize spending $10 million state transportation dollars annually to try some out. House Bill 4674 authorizes grants to local governments for the purpose.
