To revise references to emergency managers in the law prescribing the powers and duties of the county boards, so as to accommodate the proposal in House Bill 4752 to adopt a less rigorous form of state receivership for financially failed local governments and school districts than the current <a href="https://www.michiganvotes.org/2011-SB-865">emergency manager law</a>.
