To allow banks financial institutions to provide two services provided by the Secretary of State in its branch offices, which are drivers license renewals and payment of annual vehicle registration (license plate) taxes. Banks could charge an additional fee for providing the service, but would have to turn over to the state the base amount charged in a Secretary of State office.
