To require the Secretary of State to issue a driver's license to anyone of age who knows how to drive and can demonstrate they reside in Michigan and can prove their identity, without regard to citizenship or legal residence status, and a temporary license if the individual cannot prove their identity. The license would have to indicate that it is “not valid for official federal purposes”.
