To subject all mining in this state to local government permit and regulation regimes specified in the bill, which mirror state permit and regulation regimes. Among other things his would include a provision requiring owners and investors to persuade local regulators that a project “is superior to each alternative considering cost, feasibility, logistics, public health, community impact, environmental impact, and any other appropriate factor”.
