Require fetal heartbeat test before abortion

To prohibit a physician from performing an abortion without first determining whether there is a detectable fetal heartbeat, and if there is, to require that the woman be informed, except in medical emergencies. It would be a felony punishable for up to two years in prison for a doctor to fail the test for a fetal heartbeat.
