Allocate more “recreation passport” revenue to locals and less to state parks

To reduce from 80 percent to 75 percent the amount of a (currently) optional state vehicle registration tax surcharge that goes to state park and recreation area improvements and operations (called a “recreation passport” charge), and instead spend that money on grants to local governments for local recreation facilities.
