Authorize additional state lead hazard responses

To establish and (along with Senate Bill 398) specify the duties of a childhood lead poisoning prevention and control commission that would evaluate and make recommendations on a state lead poisoning prevention program requiring all young children enrolled in Medicaid to be screened with a blood test. The commission would be comprised of representatives of various public and private agencies and contractors.
