Clarify auditor general records access

To establish that any provision of a state statute that explicitly allows the state auditor general to access records must not be used to interpret any other statute that does not explicitly allow access as preventing the auditor general from accessing records. In other words, if a law is silent on AG office access to records, it doesn’t mean the AG office doesn’t have the authority to access those records.
