Impose regulatory regime on "animal rescue"

To establish and impose regulations on acquiring an abused cat, dog or ferret for the purpose of finding the animal a new home. The bill creates the term "animal rescue" to designate a person who does this, and styles those who provides care or adopts such animals as "foster care providers" or “foster homes”.
