Let small counties make officer elections nonpartisan

To revise details of a law that prescribes rules for county officer elections so that it conforms with the proposal in Senate Bills 510 and 511 to allow smaller counties (fewer than 75,000 residents) make elections for these positions non-partisan. This means voters would no longer see on ballots which party a candidate affiliates with.
