Require full public comment period at every government body meeting

To require that every meeting of a Michigan public body, including a board, commission, committee, subcommittee, authority, or council but not the state legislature, must include a public comment period, and any member of the public who attends may speak for least three minutes. A meeting could not end before the comments end.
