Revise, expand electricity “net metering” mandate

To revise a “net metering” mandate imposed on utilities, which requires them to purchase electricity from customers who generate small amounts, including ”microgrid” arrangements in which a number of people subscribe to a local solar or wind facility that sells electricity to the utility. The bill would remove a 1% of peak-load cap on the total magnitude of such programs, prescribe “standard offer contracts” for them, increase the amount that utilities (and their other customers) must pay for the electricity these projects generate and more.
